In 1962, Peter Dmitrievich Polovinkin graduated from the Economics faculty of the Voronezh Agricultural Institute and started to work as an economist. In 1981, he received a doctorate in Economics and became a doctor of economic sciences. In 1982, he became a professor of economic sciences.
From 1962 to 1964, Peter Dmitrievich Polovinkin worked as an economist at a number of state farms in the Rostov region. From 1964 to 1981, he was a teacher, associate professor, professor and head of the department of the political economy of the Voronezh Agricultural Institute. In 1981, Peter Dmitrievich became the head of the department of the political economy of the Voronezh State Pedagogical Institute. In 1987, he became a professor of the national economy department of the Academy of Social Sciences under the Central Committee of the CPSU. In 1992, Peter Dmitrievich Polovinkin became a professor at the Department for State Regulation of Market Economy of the Russian Academy of Public Administration under the President of the Russian Federation.
He is the author of over 160 works, including such books as: "Reserve Funds and Reproduction on Collective Farms" (Moscow, 1970), "Fundamentals of State Property Management: Problems of Theory and Practice" (Moscow, 2000), "Business Economics" (Moscow,2001).
