Rafail Rodionov graduated from the Moscow State Mining University, majoring in mining engineer-mechanic (1957) and finished higher engineering courses at the Moscow Civil Engineering Institute (1970).
Rafail Rodionov began his career in 1957 as a designer at the Central Design Bureau of the Ministry of Geology of the USSR.
