Rafail Rodionov graduated from the Moscow State Mining University, majoring in mining engineer-mechanic (1957) and finished higher engineering courses at the Moscow Civil Engineering Institute (1970).
Rafail Rodionov began his career in 1957 as a designer at the Central Design Bureau of the Ministry of Geology of the USSR. From 1958 to 1964 he worked as a senior engineer, head dispatcher, deputy head of the production and technical department of the trust "Mospodzemstroi-1" of the Glavmosstroi Company, which at that time was led by one of the best managers - M.O. Krol.
From 1965 to 1969 Rodionov worked on an elected party post, and from 1967 he was a Secretary of the Glavmosstroi party committee.
From 1969 to 1971, Rafail Rodionov was the head manager of the trust "Mospodzemstroi-1" of the Glavmosstroi Company. In December 1971, he was elected member of the presidium and secretary of the Central Committee of the trade union of workers of Construction and Building Materials Industry.
In April 1984, Rafail Rodionov became the first deputy manager of the All-Union Central Council of Trade Unions. In the early 1990s, he was one of the organizers of the Federation of Independent Trade Unions of Russia and since 1991 he worked as an executive officer of this organization.
Rafail Pavlovich was a Secretary of the Glavmosstroi party committee. He was repeatedly elected deputy of the Moscow district Soviet, member of executive committees of district Soviets, member of the bureau of the Party Committee for Construction and Building Materials Industry of Moscow.
