Semen Svirskii was not yet 18 years old when, in January 1943, he was called up for military service in the Red Army. From the ninth-grader Semen became a student of the 1st Kiev Krasnoznamenny Artillery School named after S.M. Kirov, which was then in the evacuation near Krasnoyarsk. After studying in the school for slightly more than six months, he got to the front line. Since 1944, Semen fought as a platoon commander in the 672nd Artillery Regiment of the 18th Mginsky (later also the Gdynia) Division on the Karelian Front, and after the reorganization from September 1944 - on the 2nd Belorussian Front. Semen Svirskii participated in the battles in Karelia, Finland, Poland, Germany. He met the Victory on the island of Bornholm in Denmark.
Military service lasted until 1947. After demobilization, Semen Svirskii returned to Krasnoyarsk and in the same year entered the Construction Institute of the Moscow City Executive Committee, from which he graduated in 1952 with a degree in Water Supply and Wastewater Disposal System.
For almost half a century Semen Isaevich worked in the construction organizations of Moscow. Svirskii passed all the steps: he was the head foreman of the SMU-1 of the trust "Mosvodokanalstroi" ("Mospodzemstroi" No. 5, 1952-1955), Senior Engineer of the Construction Department in Luzhniki (1955-1957), the chief technologist of the trust "Mospodzemstroi" No. 1 (1957-1959), the chief engineer of SU-6, the head of SU-7 of the trust "Mospodzemstroi" No.1 (1959-1973). For ten years he had been the head of the trust “Mosteplosetstroi” of the Glavmosinzhstroi Company (1973-1983).
Since February 1983 Semen Isaevich worked as deputy and then first deputy chief of Glavmosinzhstroi at the Moscow City Executive Committee, which in April 1988 was transformed into the Design and Construction Association "Mosinzhstroi". In April 1993 he was elected chairman of the board and general director of the Association "Mosinzhstroi".
Under the direction of Semen Isaevich redevelopment and gardening of the Park named after the 850th anniversary of Moscow in Marino were implemented, district heating stations Kosino-Zhulebino and in Yuzhnoye Butovo District, start-up facility of the 2nd block of the Novo-Luberetskaya aeration station for 500 thousand cubic meters of water purification per day, water supply regulating units on the Lenin Hills and in Mitino, Izmaylovskaya sewage pump station, and sewage treatment works in Yuzhnoye Butovo District were put into operation.
For the first time in Russia, a multi-purpose underground shopping and recreation complex Okhotny Ryad was built on the Manezhnaya Square, which is one of the largest in Europe. In the early 2000s, the construction of the outbound route of the 3rd transport ring from the Riga railway station, of collector tunnels for laying utilities, ensuring the reconstruction of China Town and the Bolshoi Theater, of the collector tunnels on the Garden Ring Road in the Smolensk and Zubovsky areas were completed. The hotel-business center on Vosstanie Square and the business center on Dolgorukovskaya Street were built, low-rise and villa constraction on Rublyovskoye Highway was implemented. At the construction sites of "Mosinzhstroi" the latest equipment, progressive technologies, modern methods of management and organization of labor are constantly introduced.
Semen Isaevich became the author of a number of inventions in the field of heat supply.
