Valeriy finished school with a silver medal. In 1956 he entered Donetsk Industrial Institute and graduated in 1961 with a specialization "mechanical equipment of metallurgical plants".
After getting diploma Valeriy Fedorovich was sent to work in Donetsk region at the Novokramator mechanical engineering plant. He started his career as an assistant of a master and later became a master.
In 1963 Valeriy Fedorovich was elected a Secretary of the Komsomol Committee at the Novokramator mechanical engineering plant. He worked a little at this position, because he was noticed and invited to work in Moscow at the Central Committee of All-Union Leninist Young Communist League, at the department of young workers. In general, Valeriy Fedorovich has worked in the Central Committee for 9 years – at first as an instructor, then as the Head of a sector and later as an assistant of the Head of the department.
In the year of 1975 Valeriy Fedorovich was invited to work at the Ministry of Tractor Agricultural Machinery as an assistant of the Head of Labor and Wages department. Later he became the manager of the ministry affairs.
In 1989 he began to work at a new agency – Main Department of State Customs Control under the Council of Ministers of the USSR. He worked as a manager of affairs, then as the Head of Finance department, later as an assistant of the Head of Customs Service of Russia.
In 1996 Valeriy Fedorovich left State Customs Control and worked in business entities. In some time he returned to civil service as an assistant of Tax Service of Russia in rank of State Counselor of the Tax Service of the 1st rank.
Valeriy Fedorovich developed his own projects as well as developed and strengthened the veteran movement and founded the Council of Veterans of the Customs Service. He is the first vice-president of the Fund of social support of employees and veterans of customs service. In addition, he is the President of the Board of commercial bank "Slavyanskiy kredit".
When he has free time, Valeriy Fedorovich prefers to go in for sports, plays tennis. His main fascination is reading – he’s a great fan of the magazines "Noviy mir", "Oktyabr", "Znamya", "Nauka i zhizn". Valeriy Fedorovich is an active participant of Donetsk community in Moscow.
Kruglikov Fedor Ivanovich was from a simple peasant family. He came to Ukraine from Belarus and started his career as a miner. He studied in absentia and became a credentialed teacher and taught History at the school. Moreover, he was always an active man and became a professional party official.
