He received his early education in Shanghai, China, after which he attended Soochow University at Soochow, China until 1920.
Then he attended the Philippine Law School and the University of Philippines in Manila in 1920. After that Sarkon K. Ou went to America and studied political science at the University of Chicago in 1920-1923 and received his Bachelor of Philosophy degree and Juris Doctor degree in 1925.
Sarkon K. Ou was Chairman of the Chinese Students' Club in 1925 and assisted in the organization of the International Students' Club in 1925. He went to Europe for further research work at Brussels and Paris. Upon his return to China he was appointed secretary to the Special Commissioner of Foreign Affairs for Kiangsu and soon afterwards was promoted to chief secretaryship.
He assisted in the negotiations for the rendition of the Shanghai Mixed Court in 1925-1926 and was subsequently appointed assistant judge of the (reorganized) Shanghai Provisional Court. Then he resigned from the Provisional Court to take up the practice of law in Shanghai, since 1926. In 1929, he was appointed to help prepare a report for the reorganization of the Provisional Court and was awarded Distinguished Mention by the Kiangsu Provincial Government.
Mr. Ou was a coun sellor to the Diplomatic Research Committee of the Ministry of Foreign Affairs, legal adviser to the National Reconstruction Commission and the National Stamp Tax Bureau, a member of the faculty of the Comparative Law School in Shanghai, China.
