He studied Waka under Tomonori Hatta.
Seifu Takasaki was exiled to Oshima Islands for three years. When the exile ended he began active part in national affairs and soon after the Meiji Restoration (1868) was appointed junior counselor of Left House (1871). Later accompanied Toshimitsu Okubo to Europe and then to China. Was appointed director of Poetry Bureau of Imperial Household (1888), then a counselor to the Court, privy councilor and created Baron.
