Sergey was born on 6 November in 1905 in Sestroretsk, Saint Petersburg City, Russian Federation.
From 1928 to 1929 Sergey was the first secretary of the regional committee of the All-Union Lenin Communist Youth League of the Central Black Earth region.
In 1929 he became the head of the department of the Central Committee of the All-Union Lenin Communist Youth League.
In two years he was the Secretary of the North Caucasian Regional Committee of the All-Union Leninist Communist Youth League and the Secretary of the Central Committee of the All-Union Lenin Communist Youth League.
From 1932 to 1937 Sergey became the 1st secretary of the Central Committee of the All-Union Leninist Communist Union of Youth of the Ukrainian SSR.
