Viktor Grigoryevich Shevchenko was born on March 28,1944 in village Bogdanovka of Znamensky District in Kirovohrad Region.

In 1951 Viktor went to Bogdanovka State School №1 where his father worked as a teacher of math. He finished it with high results in 1961. Then, Viktor entered Saratov higher military engineering academy. In 1964 he graduated with excellent profile.
In 1964 after his graduation with excellent profile Shevchenko used station-of-choice option. He had chosen military unit 44121 in Pruzhany, Belarusian SSR. During his service he had showed himself as a highly-qualified specialist and public activist as a violinist in all amateur talent performances in his military unit. He was actively involved in all entertainment activities as a member of All-Union Lenin Communist Youth League (AULYCL). In 1967 he became a secretary of local unit of AULYCL and worked there up to 1969.
Later this year he changed his studying profile again. He was sent to study in KGB USSR Institute #311 in Novosibirsk as a senior lieutenant based on the recommendation of B.S. Cherkasov the KGB major. After year of studying counterintelligence support, he finished the institute with excellent profile and returned to his first military unit as KGB special investigative agent. Ten month later he was appointed as a senior special investigative agent of the 58th missile division in Kaunas (Lithuania). In 1975 he graduated from the higher KGB institute of the Red Badge and just a year after this he became assistant head of counterintelligence department in this division.
In 1982 Shevchenko was proposed to go into to the Central Office of KGB USSR and to become a chief for counterintelligence services in General Headquarters of Russian Strategic Missile Forces (RSMF). He was in office for 18 years. In 1995 he graduates from the Russian Academy of National Economy. In 1997 Shevchenko successfully upheld a thesis about military psychology for PhD status. In 2006 he had upheld another thesis and became a PhD in history and a senior lecturer.
In March, 2000 he sent in a resignation from military and fully committed himself to his own plans.
