1902-1903 studied at Heidelberg University.
Career
1895 joined revol movement. 1896-1897 worked for Saint St. Petersburg League for the Struggle to Liberate the Working Class. Revol propaganda among workers at the New Admiralty Plant.
Imprisoned in Kresty Jail for participation in student movement and demonstration at Kazan’ Cathedral. May 1897 re-arrested and jailed for a year, then exiled for two years to his home in Permanent Province. 1902 went to Germany and entered Heidelberg University, where he studied until 1904.
On return from abroad worked for Party organizations of Yekaterinburg (now Sverdlovsk), Orenburg, Ufa and Chelyabinsk. 1905-1907 attended Ural Oblast Russian Social-Democratic Workers’ Party Congresses. Until 1918 wrote and disseminated Party propaganda, often elected to underground Party comts.
Member, Ural Oblast Party Committee. 1918-1921 Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Finance. Then Russian Soviet Federative Socialist Republic Deputy People's Commissar of Finance.
1921-1922 deputy chairman, then chairman, Siberian Revol Committee. 1922 again Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Finance. 1923-1927, Union of the Soviet Socialist Republics Deputy People's Commissar of Workers and Peasants’ Inspection.
Presidium member, All-Union Communist Party (Bolsheviks) Centr Control Commission. 1927-1929 chairman, Far Eastern Kray Executive Committee. Member. Far Eastern Kray All-Union Communist Party (Bolsheviks) Committee, Khabarovsk.
1929-1933 chairman, Budget Commission, LISSR Central Executive Committee. Then worked for Committee for Land Settlement of Working Jews. From 1918 almost continuously member or candidate member, All-Russian and Union of the Soviet Socialist Republics Central Executive Committee.
From 1927 candidate member, Central Committee, CPSLI(B). 1938 expelled from Communist Party of the Soviet Union for ’’errors” in work of Committee for Land Settlement of Working Jews. Arrested by State Security organs.
