In 1963, Sergei Goncharov enrolled in the auto mechanic school at the AMO ZiL (Moscow Automotive Society – Likhachov Plant). While studying he worked at the factory, and upon graduating from the technical school in 1967 he was drafted into the army. During his service, which took place in Moscow in a special regiment of the Government Communications Office, and at the end of the sergeant's courses as the best cadet, he was left as a sergeant in the training unit. He joined the CPSU(Communist Party of the Soviet Union). Soon after graduation he received an order to come to Lubyanka, where he was offered to work in the state security bodies.
In 1971, after passing a two-year "special test", Sergei Goncharov entered the special school No. 401 of the USSR KGB and, at after it in 1972 was enlisted in one of the operational divisions of the counter-intelligence of the KGB.
From 1972 to 1978, S.A. Goncharov was on operational work in the state security agencies. In 1978, he was asked to take tests to be admitted to the KGB’s Group "A" - the legendary "Alpha". From 1978 to 1993 S.A. Goncharov served in Group "A". In 1980 he graduated from the F.E. Dzerzhinsky KGB High School, having received the higher military and legal education. Later on he participated in many military operations. One operation to free children, in which S.A. Goncharov participated already as the head of the department, was held in the town of Ordzhonikidze. S.A. Goncharov twice participated in special operations to combat bandit groups in Afghanistan. He was wounded. During the collapse of the USSR he took part in many operations on the territories of the Union republics. In 1993, S.A. Goncharov retired from the post of deputy commander of the Group "A", in the rank of colonel.
The anti-terror unit Alfa veterans’ Association was established in October 1992 headed by S.A. Goncharov. The Association has its own newspaper "Special Forces of Russia", where Goncharov is a member of its editorial board.
In December 1993, S.A. Goncharov was elected deputy of the Moscow City Duma of the first convocation (1993-1997). In the Duma he supervised the issues of tackling organized crime and corruption. In September 1995, he was among the three deputies who voted against the Moscow City Duma’s decision to extend his powers until 1997.
In 1995, S.A. Goncharov joined the Congress of Russian Communities , where he was given the power to represent the interests of anti-terrorist units "A" "Vympel" and "Vityaz" veterans associations. In September 1995, he joined the federal electoral list of candidates for the Russian Federation State Duma of "Congress of Russian Communities" , though did not overcome the 5 percent barrier. He also ran in the Central District of Moscow.
In October 1995, S.A. Goncharov entered the public and political movement "Honor and Homeland", created by A. Lebed on the basis of the Congress of Russian Communities, which encompassed servicemen, law enforcement officers and special services of Russia, though later on refused to take part in "Honor and Homeland" as of negative reaction to the political union of A. Lebed with Boris Yeltsin in 1996.
In March 1997, S.A. Goncharov was elected to the Congress of Russian Communities executive committee. In May of the same year, he became president of the Russian Security Enterprises Union- the largest corporate association of the country's security business. Since November 1997 he has been a Member of the Russian Federation Federal Security Service Advisory Council . In September 1999 he was included in the federal list of the electoral bloc "Fatherland- All of Russia" in order to participate in the elections to the State Duma of the third convocation. In 1997 Sergey Alekseevich was elected deputy of theMoscow City Duma of the second (1997-2001), in 2001 - the third (2001-2005) convocations. He was again elected to the Duma on December 4, 2005. Member of the faction "United Russia", deputy chairman of the Duma Security Commission.
S.A. Goncharov is a member of the Moscow Coordinating Council under the Government of Moscow for veterans and combat operations, a member of the Veterans of the State Security Council Club, a member of the Board of Trustees of the People's Pushkin Fund. Full member of the of the Russian Academy of Security, Defense and Law and Order.
