In 1988, Vladimir studied at All-Union Distance-Learning Law Institute.
Since 1995, Vladimir has been the V.M. Platonov Chairman’s assistant of the Moscow City Duma, and then he became the head of its secretariat as the Deputy Chairman of the Federation Council of the Russian Federation in 1996.
Since 2001, he held such posts as the Deputy Head of Russia FM the Information Management, Regional and Public Relations, Management Department Head of the Ministry of Industry Science and Technology of the Russian Federation, Department Head of Energy Conservation of the Affairs Department. Then he was the manager of Russia Ministry of Industry, Science and Technology.
From March 2002 to 21 November 2003, he was the panel member of the Russian Federation Ministry of Industry, Science and Technology.
From 2003 to 2006, he worked as the head of Administration and Control Department in the Federal Inspectorate of Russia for Nuclear and Radiation Safety (then in the Federal Environmental, Technological and Atomic Supervision Service).
Since 2006, he has been the Vice-President of ZAO “Atomstroyexport” for working with public authorities.
On 2 June 2008, he was appointed Vice Minister of Energy of the Russian Federation.
