Sergey Petrovsky was born on the 8th of October in Fomina Negochevka village, Zemlyansky district (now Voronezh Region), Russian Federation in the family of the village priest.

Sergey Antonovich studied at the Voronezh Theological Seminary (1878-1881), graduated from the Voronezh Men’s Gymnasium (1883), and Law School of Kiev University (1888).
Since 1897 Sergey Antonovich was a councillor of the Voronezh State Duma. In 1918-1919 was a lecturer at the law school of Voronezh State University. In 1921-1923 was a lecturer at the social sciences school of Voronezh State University. In 1922-1929 was a legal counsel of the South-Eastern Railway Office.
He belonged to the cadet faction. In 1906 he changed his mind and supported the "Union of October 17" party. Sergey Petrovsky was a member of the "Union of Liberation". In 1931 he was unfoundedly repressed (in what was known as the "Local Lore Case"). In 1935 he returned to Voronezh.
He was married, and had a son - Vladimir Sergeevich Petrovsky.
