Sergey Filippovich graduated from the Faculty of Civil Engineering of Voronezh Civil Engineering Institute (now Voronezh State University of Architecture and Civil Engineering) (1936).
In 1937-1938 was the chief engineer, head of the State Control Inspectorate in the Voronezh region. Since 1938, director of the Voronezh Civil Engineering Institute (now Voronezh State University of Architecture and Civil Engineering), since 1941 secretary of the Voronezh City Committee of the All-Union Communist Party (Bolsheviks), deputy chairman of the Voronezh City Council, deputy chairman of the Voronezh Regional Executive Committee, secretary of the Voronezh Regional Committee of the All-Union Communist Party (Bolsheviks).
In 1948-1964 was a teacher, deputy director for academic and scientific work, head of the building materials department of the Voronezh Civil Engineering Institute. Research interests: technology and organization of production of building parts. Created a research area in Voronezh on the technology of thermal insulation materials.
Sergey Filippovich Smirnov is the author of over 30 works, including books: "Research in the field of plastic flow limit for compression and bending of soft wood" (Moscow, 1949), "Research and use of ferruginous quartzite in concrete and reinforced concrete" (Kursk, 1958).
