Sergey Iosifovich graduated from the Forestry department of the Voronezh Agricultural Institute (1930).
In the 1920s, he worked as a head of the meteorological station at the Tula Arms Factories and at the Voronezh Meteorological Bureau. Associate professor of the Bryansk Forestry Engineering Institute (1931-1932), associate professor, professor of the Voronezh Agricultural Institute (1933-1942). In 1942-1972, he was a professor, head of the Department of Physics and Meteorology (Meteorology and Climatology) of the Voronezh Forestry Institute (Voronezh Forestry Engineering Institute).
He is the author of more than 80 works, including those translated into Polish, Chinese, Korean, Romanian, Bulgarian, Lithuanian.
