Shigemasa Yamaguchi was born in 1564 in Owari, Japan. Adopted by Shigekatsu Yamaguchi.
First served Masakatsu Sakuma, retainer of Nobunaga Oda and later, Nobuo. When Nobuo was exiled (1590), followed him to exile. In 1591 became a retainer of Tokugawa and served Hidetada. Was appointed superintendent of Fushimi Castle and Lord of Tajima (Hyogo Prefecture). Joined the Tokugawa army in Osakajin. Retained the favor of the Shogunate and was appointed head of the maintenance and liaison departments.
