Shigenari was appointed director of Police Department of Shimane Prefectural Government in 1936 and director of Public Health Department of Metropolitan Police Board and then in 1941 he was sent to Germany as administrative official of home affairs and foreign affairs.
Later Tadasu served successively as chief of City Planning Section of Planning Department of Home Ministry), director of Economics Department of Aichi Prefectural Government, director of Secretariat Office of the 2nd Economics Department of Osaka Prefectural Government and director of Home Affairs Department of Hyogo Prefectural Government.
In 1946 Shigenari worked as Governor of Kagoshima Prefecture and thereafter was elected twice to the same post (in 1947 and 1951).
