Chao Shih-pei graduated from Columbia University with Doctor of Philosophy degree.
Mr. Chao participated in revolutionary activities and became a member of Tongmenghui, predecessor of Kuomintang. In 1912 he resumed his office as a senator of the Peking Parliament.
Chao Shih-pei was appointed president of the Canton Supreme Court in 1913. He served as a member of the Legislative Yuan of the National Government between 1929 and 1932. Since 1932 he worked as a chief procurator of the District Court for the Second Special Area (French Concession).
