Li Shu-cheng studied in Japan first at the Normal College and later at the Military Cadets' Academy in Tokyo, graduating in 1908.
Li Shu-cheng returned to China in 1909 and was appointed director of the Military Academy attached to the headquarters of the Guangxi Army. He participated in the 1911 Revolution and was made a chief staff officer to Huang Hsin, then commander of the Hanyang Defense. After that Mr. Li acted as a secretary to the President of the Nanjing Provisional Government in 1912.
During 1914-1916 Mr. Li accompanied Huang Hsin to America. He acted as a military adviser to President Li Yuan-hung in 1916. Then he joined the Southern Military Government and was appointed director-general for the defense of Western Hunan. From 1919 Li Shu-cheng became a director-general of Alien Subjects Repatriation Bureau. He was made a member of the College of Marshals by the Peking Government in 1920. In 1922 Mr. Li was re-appointed adviser to Li Yuan-hung. The same year he served as a councillor of the Cabinet. Since 1933 he became a member of the Hubei Provincial Government.
