Shinzo Tsubokawa graduated from Fukui Normal School (1929).
Shinzo Tsubokawa became teacher at an elementary school. Later joined the Japanese Embassy at Peking as private secretary to administrative adviser Michio Yuzawa.
After returning to Japan became a director of Sangyo Hokokukai (Industrial Patriotic Assembly) and later became secretary to Horne Minister Yuzawa. During the war, worked in the civil information department of the Imperial Rule Assistance Association After the war, was returned to the national Diet five times on a Liberal ticket.
