Starr Ockenga was born on June 14, 1938, in Boston, Massachusetts, United States.
Starr Ockenga received a Bachelor of Arts in English Literature from Wheaton College in Wheaton, Illinois (1960), and a Master of Fine Arts from Rhode Island School of Design in Providence (1974).
An associate professor of photography and director of the Creative Photography Laboratory at MIT since 1978, she previously worked there as an assistant professor (1976-1978). Starr Ockenga was also a photo editor and chief photographer for the Lawrence Eagle-Tribune in Lawrence, Massachusetts (1974-1976).
