Stepan Lukyanovich was a hereditary honorary citizen of Voronezh. In the 1860s-1880s, he was Voronezh’s largest capital owner (owner of estates in Voronezh district, including in the village Maklok, in the village Uglyanets and others; owner of distillery in Voronezh).
Stepan Lukyanovich was the mayor of Voronezh (1866-1875) and the councilor of the Voronezh Town Hall (since 1871). In the early 1870s, he laid the economic foundation of the new city government. The first water supply system in Voronezh was built at the expense of Kryazhov (about 150,000 rubles in silver) in 1869, and then it was expanded in 1872-1874 and presented to the city by Kryazhov. Stepan Lukyanovich assigned 10% profit from the water supply system to the needs of public education. For the same purpose he deducted his mayor’s salary (3000 rubles per year).
Stepan Lukyanovich was the councilor of the provincial assembly. In 1859, he was a one of sponsors (200 rubles) for the construction of the Peter I Monument. Since 1874, he was the chairman of the "Voronezh Board of Trustees of the poor". A t the same time he was Honorary master sergeant of the Alexandrinsky orphanage in Voronezh.
