This book explores the dynamic changes now taking place in the South Korean government as a result of recent social and economic liberalization. Sung Deuk Hahm and L. Christopher Plein trace the emergence in Korea of a post-developmental state, in which both increasingly autonomous capital interests and growing public expectations of a higher quality of life challenge existing authoritarian institutions. Separating out the constituent parts of the Korean state, they then explore the evolving roles of the Korean presidency and bureaucracy in setting national policy. The authors analyze the importance of social and cultural factors, as well as the motives of individual political actors, in shaping institutional change in Korea.

Sung Deuk received a Bachelor in Political Science at Yonsei University in 1988. Then he got a Master of Arts in Public Affairs at the University of Texas at Austin in 1989. Finally, he earned a Doctor of Philosophy in Public Policy at Carnegie-Mellon University in 1993.
Sung Deuk started his career as an assistant professor of public administration at West Virginia University in Morgantown in 1992. Then he worked at Georgetown University in Washington as an assistant professor of public administration and director of Georgetown Center for Asian Public Policy until 1997.
Since 1996 he has been serving as an assistant professor of public administration and director of advanced program in policy studies at Korea University in Seoul. He was a researcher at John F. Kennedy School of Government during 1992 - 1994. In 1993 - 1994 he was a research associate at Ronald Reagan Center for Public Affairs.
In 1996 he was a visiting scholar at Hoover Institution on War, Revolution, and Peace at Stanford University. During 1995 - 1997 he was a managing editor of Governance at Basil Blackwell (publisher). Moreover, he was a principal of Korean Language School in Morgantown.
