Tennō Go-Kameyama was born in 1347 and was the second son of Emperor Gomurakami. His mother was Katsuko (Shoshi) Fujiwara. His original name was Norinari.

In 1383, Gokameyama Tennō ascended the Throne. At the time, loyal warriors of the South Dynasty had died one after another and Yoshimitsu Ashikaga sought eagerly to bring about a reconciliation between the North and South Dynasties. Concerned over the social unrest which had lasted for over 50 years by the feud between the two dynasties, in 1392 Gokameyama Tennō acceded to Yoshimitsu's plea and turned the Three Imperial Treasures (symbol of the Throne) over to Emperor Gokomatsu of the North Dynasty. The same year he became a priest at the Daigakuji Temple.
