Throughout the centuries man has been progressing more and more rapidly since the time of the Industrial Revolution. Large-scale production has given us powerful slaves in the form of machinery, but has made us almost completely dependent upon the machine, our life work and our means of enjoyment alike conditioned by its use. Division of labor has been the natural consequence of the establishment of the machine era, and as such division has grown more and more minute our dependence upon one another has become correspondingly greater. There are certain laws and forces continually at work in this complex life of ours, and many of us do not realize that they even exist. An American banker has said that the American people are economic illiterates that we do not know the ABCs of the business world in which we live. Social problems resulting from our more complex lives are growing up more rapidly than we are able to solve them, while the corruption so often found in politics bears mute testimony to our ignorance of, or indifference to, those underlying political principles upon which all good government must be based. This book does not pretend to give a complete exposition of the economic, sociological, and political principles underlying our group life. But it does try to give a basis upon which the boys and girls may build a better understanding of such sciences from their own activities and from the information which they glean from books, magazines, and newspapers. Furthermore, it attempts to give them some standards by which they may evaluate the everyday occurrences of their everyday lives, and some appreciation of their share in the preservation and development of the group life. Excerpt from Essays in Social Justice One of the surest signs of degeneration is the growth of sentimental as distinguished from practical morality, especially when it is combined with an ingrowing conscience. Sentimental morality is the sort which evaluates character and conduct by their ability to satisfy an inner sense of propriety, or to create within us the sensation of approval. Both character and conduct, under this system, come under what economists would call "consumers' goods" whose function is to please. Practical morality is the sort which evaluates character and conduct by their results. The test is thus objective and not subjective. "By their fruits ye shall know them" is robust and wholesome doctrine, though even this may be travestied by the defining fruits in subjective terms, under the alluring but delusive name of spiritual goods. An ingrowing conscience is one which leads its possessor to look continually inward upon his own motives and to try perpetually to test them by some supposedly inner knowledge as to what a motive ought to be like. Such a person is like one who would try to guide himself through the world by closing his eyes to the objects around him and following an assumed inner sense of direction. One school would have us believe that this inner knowledge, or intuition, is like the compass which the ship carries in her midst, which points unerringly fixed point outside the ship, and which, accordingly, becomes a safe guide. This study on the Government Control of the Liquor Traffic was begun by Dr. Carver with the expectation that the history of the experience of Great Britain would be useful to our own people during the war. But events have moved so rapidly that this purpose has been defeated. The original motive for control of the liquor traffic as a war measure was the conservation of food materials. The prohibition movement had made great strides in this country for other reasons than conservation of food, but the movement was greatly accelerated by this later need. Moreover, the restriction on the consumption of liquor abroad had shown such good results in improved health, morale and economic conditions that the argument for prohibition was strengthened. It is not altogether unlikely that the adoption of our own constitutional amendment on this matter would have been more difficult, or, at any rate, longer delayed, but for the patriotic feeling that conservation was necessary. It is of little practical advantage to discuss the causes of a movement and its underlying philosophy, after the event. However, it has been made very clear, by the experience of every country in the war, that the manufacture of malt and spirituous liquors has been a heavy drain on the national strength, not only by the divergence of food materials to this manufacture but by the demoralization of large numbers of men and women. The hastening of whatever good one believes to inhere in the prohibition of the consumption of these liquors is, therefore, to be regarded by those who hold that view as an incidental benefit of the war. Excerpt from The Theory of Wages Adjusted to Recent Theories of Value "Labor, like all things which are purchased and sold, and which may be increased or diminished in quantity, has its natural and its market price." Thus Ricardo, as the best representative of the classical school of economists, distinctly enunciates the proposition that wages come under the general law of value and price. Having previously settled to his own satisfaction the theory of value, he then proceeds to develop his theory of wages in strict accordance therewith. "Labor also has to be studied as a distinctly social element. It has its final increment, and the product of that increment fixes the rate of wages. On one grand law of variation depend the value of goods, the rate of interest, and the rate of wages. It is an all-embracing law." After studying under John Bates Clark and Richard T. Ely at Johns Hopkins University, he received a Doctor of Philosophy degree at Cornell University in 1894.
He received an undergraduate education at Iowa Wesleyan College and the University of Southern California. He held a joint appointment in economics and sociology at Oberlin College until 1902 when he accepted a position as professor of political economy at Harvard University (1902-1935). Foreign a time there he taught the only course in sociology.
He was Secretary-Treasurer of the American Economic Association (1909-1913) and was elected its President in 1916.
He made pioneering contributions to agricultural and rural economics and in rural sociology. and wrote on such diverse topics as monetary economics, macroeconomics, the distribution of wealth, the problem of evil, uses of religion, political science, political economy, social justice, behavioral economics, social evolution, and the economics of national survival.
