Tokuhei Yamagishi was born on November 25, 1894 in Niigata Prefecture, Japan.
After graduating from Higher Normal School, Tokuhei Yamagishi studied at and graduated from Tokyo University in 1924.
In 1924, Tokuhei Yamagishi became a professor of Gakushuin (Peers' School) and thereafter served successively as an assistant professor. Later he became a professor of Tokyo University of Science and Literature and a professor of Tokyo University of Education. Following retirement from professorship at government schools, took up a new post as a professor of Jissen Women's College in 1949; assumed an additional post as a lecturer of Gakushuin University. In 1961, he worked at Chuo University. Tokuhei Yamagishi's works include "An Introduction to Study of Genji Monogotari of Kawachibon" (Kawachi Edition) and Okagami (romantic history of Heian Period).
He was versed in literature of Heian Period, especially in waka poems and works of fiction of that period.
