He was much trusted by the emperor, he, together with Korekata Fujiwara, the son of the emperor’s nurse, killed Michinori (Shizei) Fujiwara, a favorite of ex-Emperor Goshirakawa, in order to gain power. After the war of the Heiji Era (1159), Tsunemune, in cooperation with Kiyomori Taira, attempted to establish the direct rule by Emperor Nijo, who was eclipsed by the power of ex-Emperor Goshirakawa. The attempt failed and he was exiled to Awa Province (Tokushima Prefecture) in 1160. Restored to his former Court position (1164) and appointed Minister of the Left (1166). He wielded power in the Jisho and Juei Eras (1177 to 1185).
He was called Oi-Mikado or Nakn-Mikado.
