In the Heiji civil war (1159) in which Yoshitomo Minamoto was defeated by Kiyomori Taira, Tsunemune at first belonged to the Minamoto camp together with Nobuyori Fujiwara but later switched to the Taira side when Yoshitomo's defeat loomed.
After the war, he was so trusted by ex-Emperor Goshirakawa that he trespassed on the Imperial rights and was exiled to Awa Province (Tokushima Prefecture). He was pardoned later and was appointed Minister of the Left. Because of his exile he was nicknamed Minister of Awa. He resigned as minister when he displeased the ex-Emperor Goshirakawa in connection with an Imperial message ordering an attack on Yoritomo Minamoto.
