Tsunetane Chiba was born in 1118. He was the son of Tsuneshige Taira, who was influential in Shimo-osa Province (Chiba Prefecture).

When Yoritomo Minamoto raised his army in 1180, Tsunetane followed him to Kamakura. It was at his advice that Yoritomo made Kamakura his headquarters. Tsunetane defeated forces of the Taira Family on the Fuji River (Shizuoka Prefecture) and at Ichinotani in 1184. He further proceeded to western Honshu and Kyushu. Also distinguished himself in Yoritomo's Ou (northeast Japan) campaign in 1189. Subdued Kaneto Okawa who revolted in Dewa Province (Yamagata Prefecture) in 1190. Then he accompanied Yoritomo to Kyoto.
