Valentin Glebovich Frolov was born on June 19, 1955, in Voronezh, Russian Federation.
Valentin Glebovich graduated from the architectural department of the spatial management faculty of the Voronezh Agricultural Institute (now Voronezh State Agricultural University) (1977).
From 1977 to 1978 Valentin Glebovich worked at the Voronezh institutes Giproselkhozstroy and from 1978 to 1991 at Voronezhgrazhdanproject. From 1191 to 1993 he was the director of the creative association of the Voronezh department of the Union of Architects Voronezhproject.
From 1984 to 1986 Valentin Glebovich worked as a lecturer at the Voronezh Agricultural Institute (now Voronezh State Agricultural University) and from 1986 to 1990 also as a lecturer at the Voronezh Institute of Civil Engineering (now Voronezh State University of Architecture and Civil Engineering). In 1993 he became an Associate Professor of the Department of Architectural Design and Urban Planning of Voronezh State University of Architecture and Civil Engineering and worked there until 2001.
Since 2001 worked as a Head of the Department of Urban Planning, Architecture, and Land Relations in the Administration of the Central District of the City of Voronezh. At the same time, since 2002 Valentin Glebovich was an assistant professor of design at the Voronezh State University of Architecture and Civil Engineering.
