Valery was educated at the Bauman Moscow High Technology School (1976), specializing in "Power Machines and Installations, Mechanical Engineer".
Since 1976, Valery worked in the Research and Design Institute of Power Engineering, since 1993, he became deputy director of the Center for High-Temperature Technology of the Research and Design Institute of Power Engineering. Since 1999, he worked as deputy head, and since 2000 became the head of the Department for Atomic Energy of the Ministry of Atomic Energy of the Russian Federation.
Since the 25th of December, 2003, Valery was deputy to the Federal Service for Atomic Supervision (“Gosatomnadzor”). From July 2004 he worked as the head of the Department for Regulation of Safety of Nuclear Fuel Cycle Facilities, Supervision over the Accounting and Control of Nuclear Materials and Radioactive Substances and Physical Protection of the Federal Service for Environmental, Technological and Nuclear Supervision.
Since 2007, Valery worked as a deputy director of the Department of General Inspection of Corporation “Rosatom”. On 17th of November, 2008, he was appointed deputy head of the Federal Service for Environmental, Technological and Nuclear Supervision.
Valery is married and has a son.
