From 1905 studied at Moscow University. 1911-1912 studied at Party school at Longjumeau, near Paris. Studied at Grenoble University.
1905 joined revol movement. 1905 helped organize strikes and Moscow uprising. From 1906 secretary, Moscow Oblast Party Bureau.
Subjected to reprisals by Tsarist authorities. 1911 exiled to village Nikol’skoye, Vladimir Province, whence he fled to France. Bureau member, Paris “Rabochaya gazeta” circle.
Also secretary, Paris Section of Foreign Party Organizations. 1913 returned to Russia and engaged in underground work. February 1917 in Rostov-Yaroslavsk with 206th Infantry Reserve Rcgt.
Helped prepare 1917 October Revol in Rostov-Yaroslavsk. Secretary, Moscow Oblast Party Bureau. From 1918 Party and government work in Moscow.
Summer 1919 chairman, Moscow Extraordinary Commission Against Counterrevolution, Sabotage and Speculation. Late 1919 head, Centr Board of Ukraine Extraordinary Commission Against Counterrevolution, Sabotage and Speculation and Special Departments Simultaneously Collegium member, All-Russian Extraordinary Commission Against Counterrevolution, Sabotage and Speculation.
Head, Special Department, Southeastern and Southern (Crimean) Fronts, and chief of rear areas. From 1923 worked for Workers and Peasants’ Inspection in Moscow, then for Supreme Economic Council. From 1927 Union of the Soviet Socialist Republics Deputy People's Commissar of Finance.
From 1936 deputy chairman, Russian Soviet Federative Socialist Republic Supreme Court. Arrested by State Security organs.
