He graduated from the All-Union Legal Correspondence Institute. After graduation, he worked as a turner at the Altai Carriage Works.
Over a period of 1976 - 1978, he served in the militia regiment of the USSR Internal Troops. In 1978 he joined the law enforcement bodies. In 1995 he took part in a counter-terrorist operation in the North Caucasus. Since 1999, a consultant, advisor, deputy head of the Presidential Administration Personnel Management Department of the Russian Federation; he was in charge of personnel policy in law enforcement agencies. Since 2007 he has been the First Deputy Head of the Ministry of Internal Affairs Personnel Department of the Russian Federation. On the 11th of October 2009 appointed the deputy director of the Federal Service for the Execution of Sentences.
