In 1928 Vasily Pavlovich came from Ulyanovsk to Voronezh. At first he was a production editor of the newspaper "Kommuna", then a staff member of the regional publishing house. In December 1928 Vasily was a candidate for the board of the Federation of Soviet Writers of the Central Black Earth Oblast. He was also a member of the editorial team of the Encyclopedic Dictionary of the Central Black Earth Oblast (Voronezh, 1934; one volume was published). In 1931-1932 and 1935 he was published in the journal "Podyom". In 1935-1937 he worked in Stalingrad and in 1938 was illegally repressed.
Vasily Pavlovich is the author of several books devoted to I.V. Michurin including "The Master of Earth Renewal" (Master Obnovleniya Zemli) (Voronezh, 1934), "To Children About Michurin" (Rebyatam O. Michurine) (Voronezh, 1935).
Vasily Pavlovich participated in a number of collective regional studies publications, for instance, a pocket guide on the Central Black Earth Oblast (Voronezh, 1933). A book of essays by Baev "Caspian Jungle" (Kaspiyskiye Dzhungli) (1937) (about the life of birds in the delta of the Volga) was published in Stalingrad. The most significant work of Baev is "The Wolf's Land" (Volchyi Kut) – the story about Alexei Vasilievich Koltsov (Voronezh, 1935, under the pseudonym V. Pavlovich).
