Viktor graduated from the Voronezh Institute of Civil Engineering (1950).
In the 1950s he worked in construction organizations, supervised the building of many industrial and accommodation facilities. In the years 1959-1963 was a Vice-Chairman, in 1963-1978 was the Chairman of the Voronezh City Executive Committee.Since 1978 he was the Vice-Chairman of the Voronezh Regional Executive Committee for Construction, since 1982 he was the Head of the regional fuel industry administration. Since 1994, he was an Advisor to the CEO of the construction company JSC "APEX". Also he was the first Chairman of the Veterans Foundation of the local authorities "Our Voronezh" (1999).
Under the leadership of Pospeev, the industrial foundation for large-scale construction (silicate brick plants, reinforced concrete plant, ceramic plant, and others) was laid in Voronezh. The largest in Voronezh history building of housing (over 400,000 square meters per year), social and cultural facilities (circus, indoor market, Airport, Palace of Pioneers, House of the Actor, consumer services center, Hotel Brno) was begun. New residential areas were created (South-West, North-East, Birch Grove, North). The new reservoir and North Bridge were built, the Central Park of Culture and Recreation were reconstructed. Under the leadership of Pospeev, the city constantly took prize-winning places in All-Russian competition on site improvement.
