In 1946 Viktor Ivanovich Bukato entered the first form. After the end of the seven-year school, he wrote a letter to the Kiev Geological College with a request to accept him to the first year. Viktor Ivanovich Bukatowas told that he could be accepted, but without the provision of the dormitory. Victor remained in Pinsk and entered the Accounting and Credit College of the State Bank of the USSR. Working in the bank, he graduated from 10 classes of secondary school, and entered the Belarusian Institute of National Economy. In parallel with the work, V. Bukato enters the Leningrad Financial and Economic Institute (in correspondence department), from which he graduates in 1965 with excellent grades.
In 1956 after graduation from the technical school, Bukato was assigned to the department of the State Bank of the USSR, and since August 1 of this year he was already financial employee.
In 1958 he was summoned to the military enlistment office. In 1961 he was appointed the manager of the Stroybank branch of the USSR in Pinsk. In 1965 he is appointed governor of the regional office of Stroybank in Mogilev. He had worked there for 5 years and conducted the financial activities of very complex facilities, gaining experience.
In 1970 he becomes manager of the Belarusian Republican Office of the Stroybank of the USSR in Minsk.
In 1979 he was invited by the Deputy Chairman of the Stroybank of the USSR to Moscow. In 1984 he became the first deputy chairman.
At this time, on the initiative of Mikhail Gorbachev, the program "Zhilie 2000 (Housing 2000)" was created. M. Gorbachev had an idea to link this program and the creation of a special bank - Zhilsotsbank - together. The bank management was entrusted to Bukato V.I.. By 1990, when the tendency towards the disintegration of the USSR was already clearly felt, Bukato V.I. had the idea of reforming Zhilsotsbank and its corporatization. Bukato V.I. was appointed chairman of the reorganized bank.
On December 13, 1990 a new financial structure - "Mosbiznesbank." was registered. The chairman of the board was Bukato V.I..
On August 17, 1998 because of the crisis, a consolidated decision was made by the Moscow city administration and the banks Board of Directors to merge the Bank of Moscow and Mosbiznesbank. Since that time, Bukato has become Chairman of the Board of Directors of Mosbiznesbank and a member of the Board of Directors of the Bank of Moscow, which had a majority stake in the new financial entity.
