Bavlov served in the Soviet Armed Forces. In 1972-1997, he was a geologist, crew chief, chief geologist, party leader, engineer-in-chief of the expedition. In 1997-2001, Bavlov was Head of Bauntovsky District local administration in Buryatia. In June 1998, he was elected deputy of the People’s Khural of Buryatia.
Bavlov has been Deputy Chairperson of the Republican Committee on Natural Resources since September 2001. In December 18, 2001, he succeeded Yury Scuratov, ex-Prosecutor General, as a representative of the People’s Khural of the Republic of Buryatia in the Federation Council as the appointment of the latter was appealed by the Prosecutor’s Office. Bavlov is the member of the Youth and Sport Commission and the Commission for the Federation Council Monitoring. In June 2004, he was appointed Deputy Chief of the Federal Subsoil Resources Management Agency, therefore he stepped down as the member of the Federation Council.
