In 1880’s worked for Narodnaya volya (People's Will) circles in Sevastopol’, Khar’kov, Odessa and Mogilev. 1888 arraigned for above activities and exiled for eight years to Eastern Siberia. While in exile joined Russian Social-Democratic Workers’ Party.
From 1902 member, Saratov Russian Social-Democratic Workers’ Party Committee. 1903 represented Saratov Party organisation at 2nd Russian Social-Democratic Workers’ Party Congress and sided with Lenin. Then worked for Bolshevik organizations abroad.
Maintained contact with Karl Liebknecht and Rosa Luxemburg. After 1917 February Revol returned to Russia. From August 1917 worked for Petrograd Russian Social-Democratic Workers ’Party (Bolsheviks) Committee.
As member, Petrograd Military-Revol Committee helped prepare 1917 October Revol. Helped set up People's Commissariat of Foreign Affairs. From 1918 exec military-political work in Red Army.
After the end of Civil War research and educational work in Moscow.
