In 1975 Vladimir graduated from the Faculty of Romance and Germanic Philology of Voronezh State University.
In 1975-1977 he was an assistant of the German Language Department at the Voronezh State Pedagogical University, in 1978-1990 he worked as a research officer, chief curator, deputy director at the Kramskoy Regional Art Museum in Voronezh.
In 1990-1997 Vladimir was an artistic expert at the enterprises "Intex", "Politex", with the assistance of which he organized a number of exhibitions of Moscow and Voronezh artists in Norway (July, December 1991), Germany (1992-1994). Vladimir studied the works of S.M. Romanovich.
In 1997-1998 he was the host at the television program "The Artist and His Model" at the Voronezh State Television and Radio Broadcasting Company.
Vladimir is the author of more than 20 videos about the work of Russian artists, text materials for the albums "Artists of Voronezh" (Voronezh, 2002), "Modern fine arts of Voronezh" (Voronezh, 2003), more than 300 publications on various issues of culture and art in scientific collections, local and central periodicals, sets of postcards, exhibition catalogues.
He participated in many scientific conferences, including the Saratov Art Museum, the State Russian Museum (1985), the State Tretyakov Gallery (2003). In 1999-2006 he was the head of the gallery "Triada" at the Kramskoy Regional Art Museum in Voronezh. In the 1980s Vladimir participated in the organization of exhibitions and art galleries in the Voronezh Region. He is a member of the Board of Trustees at the Foundation for the Support of Slavic Cultures (Voronezh, 2005).
Since August 2007 Vladimir is the director of the Kramskoy Regional Art Museum in Voronezh.
