Vladimir Glushkov graduated from Voronezh Music College by profession of the Head of Folk Choir in 1980 and Voronezh branch of Moscow Institute of Economics and Law by profession of "jurisprudence" in 2002.
Vladimir Glushkov had a great career and made a great contribution into culture. He was the Director of Beryozovsky country Culture House in 1978-1979. He is living and working in Khokhol village, Khokhol district, Voronezh region: a methodist of a regional Culture House in 1980-1987, the Director of a Rural Centralized Club System from 1987 till 1990, Sociocultural Union in 1990-2003. He was an organizer of a rural museum "Masters" in 1985, the first in the Voronezh region rural House of Arts in 1990, the Choir of War and Labor Veterans in 2002.

He is the Founder (1986) and the Head (since 2003) of Folk ensemble "Khokholskiye springs", which is a laureate of many regional, all-Russian, all-Union, international festivals of folk art.
