Vladimir Vasilyevich graduated from the Painting Department of the Penza Art College in 1949 also the Repin Institute of painting, sculpture, and architecture of the USSR Academy of Arts in Leningrad (now Saint Petersburg).
Vladimir Vasilyevich was a teacher of the Voronezh Art school in 1975-1980.
In 1975, an exhibition of Shavrin's works was held at the Voronezh research Institute of communications. In 1986, a posthumous personal exhibition was held in the exhibition hall of the Union of artists. Vladimir Vasilyevich presented it at the Voronezh regional art Museum named after I.N. Kramsky.
