He graduated from Klintsy Children's Art School in 1977, Orel Art College in 1981, Kharkiv Art and Industrial Institute in 1986 (his teachers were V. P. Volovik, L. G. Sova).
He is a member of regional, all-Russian and foreign exhibitions since 1985. Since 1987 he is a teacher at Voronezh Art School. Astapchenko works with metals, alloys, chamotte. Among his works are a multi-figure monumental composition in memory of those who perished during the Great Patriotic War (1989, concrete, Saratov region), park sculptures The Motherhood (1990, granite, Chita) and The Walk (2000, concrete, metal shavings, Chattanooga, state Tennessee, USA), as well as many works of small statuary which were featured in a solo exhibition at the Voronezh Chamber Theater in 1998. The joint exhibition of Astapchenko was held at the premises of the Russian State Humanitarian University (Moscow, 1999).
