Yasutoki Hojo was born in 1183. He was the eldest son of Yoshitoki.
In the civil war of the Jokyu Era (1221), he led an expeditionary force toward Kyoto and defeated the Imperial forces on the Tokaido Highway. Having entered Kyoto, he established his headquarters at Rokuhara, south of Kyoto, and supervised postwar affairs in the Kyoto area. Returned to Kamakura upon his father's death (1224) and became Shikken. In August, 1232, he legislated the Goseibai Shikimoku, a code of behavior of the samurai class which was designed to insure fair administration.
