Kuo Tee-ming studied Chinese literature in his younger days, and at the age of twenty, after completing his middle school education, he went abroad to Japan studying economics at the University of Tokyo, where he graduated with the degree of Master in Economics at the age of 30.
Mr. Kuo returned to China and served as the Dean of the College of Law, Jilin. He worked as a secretary to the Salt Commissioner of Manchuria. Kuo Yee-ming held the post of a diplomatic secretary at the Provincial Office, Shenyang. In 1925, Mr. Kuo compiled the new History of Salt Taxation Law of the Three Eastern Provinces. After the establishment of the National Government, he went to Nanjing and became a secretary in the Ministry of Foreign Affairs till 1932, when he was appointed Consul-General in Yokohama.
