In 1880 Yoshitsugu Kurata graduated from Tokyo University with a degree in science.
After his graduation, Yoshitsugu Kurata joined the Tokyo engineering department and helped in building the main iron bridges in Tokyo which were later destroyed during the Great Earthquake of 1923. He also helped in improving the water services in the Metropolis. Moreover Yoshitsugu Kurata was instructor at his alma mater. Later he rendered distinguished services for the Ministries of Home Affairs and Agriculture and Commerce.
