Mr. Niu attended the Wuchang Military School in Hupeh and also studied in Japan, where he joined the Tung Ming Hui.
Yung-chien Niu took active part in the 1911 Revolution. He was an assistant Chief of General Staff of the Nanking Provisional Government in 1912, Chief of General Staff of the Canton Military Government in 1917, Chief of Staff of the Headquarters of Commander-in-Chief of the Nationalist Revolutionary Forces in 1926.
He negotiated for the surrender of Fengtien troops under Pi Shou-chen in Shanghai during the Revolution in 1926. Mr. Niu was also a chief secretary of the Central Political Council in 1926, chief secretary of the Nationalist Government in Nanking, China in 1927, member and Chairman of Kiangsu Provincial Government in 1928-1930, acting Minister of Interior in Nanking, China in 1930, chairman of the board of personnel of the Examination Yuan, vice-Chairman of the National Opium Suppression Commission and member of the Legislative Yuan in 1919-1932. Since 1962 he took a post of vice-President of the Examination Yuan.
