He was educated at Riga Higher Military-Political School (1981), Lenin Military-Political Academy (1990) and the Military Academy of the General Staff of the Armed Forces of the Russian Federation (2000).
Since 1981, he served in the Strategic Missile Force as a political worker. Then he was commander of a missile regiment and deputy commander of a missile division. Since 2000, he became the chief of staff, and from the 22nd of March, 2003, he was the chief of the 1st State Test Cosmodrome of the Ministry of Defense of the Russian Federation (Plesetsk Cosmodrome). On the 25th of July, 2007, he was appointed head of the Main Directorate of Educational Work of the Armed Forces of the Russian Federation.
