Cheng-fu Pan was born in Soochow, Kiangsu, China (Suzhou, Jiangsu, China) in 1882.

He studied at Peiyang University in Tientsin, China and Imperial University in Peking, China. Then he went to England and entered the University of Birmingham in 1904, from which he received his B.Com. (Bachelor of Commerce) degree in 1909.
After that he passed the Government examinations for the returned students and was given the degree of Chu-jen.
Cheng-fu Pan was a member of the Ministry of Communications in 1910-1911, senior Secretary and Chief of the 4th Section of the Department of Public Loans of the Ministry of Finance in 1912-1915. Then he joined the Audit Department and was later concurrently translator and compiler of the translation bureau attached to the Ministry of Foreign Affairs in 1916.
After that Mr. Pan was appointed Acting Chinese Consul at Samoa in 1921, transferred to Manila, P.I. as vice-Consul in 1922, which post he held until 1924. He was a member of the Treaty Department of the Ministry of Foreign Affairs in 1925-1928. He was appointed Chinese Consul at Samoa but did not proceed to the post in 1928, joined the Ministry of Foreign Affairs of the Nationalist Government in Nanking in 1929 and reappointed Chinese vice-Consul and Consular Representative at Samoa in 1931.
