Mr. Mei graduated from Canton Christian College in Canton, China in 1916 and Oberlin College in U.S.A. in June 1921 with Bachelor of Arts degree. Then he attended University of Chicago and Massachusetts Institute of Technology.
Ching-chou Mei was an Y.M.C.A. (Young Men's Christian Association) secretary of the Chinese Labor Battalion in France during the Great War in 1918 and a member of the Treaty Commission of the Ministry of Foreign Affairs in Nanking,China in 1920-1930. He was third secretary with the rank of second class secretary, Chinese Legation in Cuba in 1930. Above all, he was a Vice Consul with the rank of Consul in Havana, Cuba in 1931 and later promoted Consul and took charge of the Consulate-General at Havana. In addition he became Consul in Honolulu, Hawaii in 1931-1934 and promoted Consul-General since June, 1934.
