He graduated from Ecole des Sciences Politiques, and Faculte de Droit, Paris, France.
During his life Tsin-shuing Ou worked as a mission for the study of constitution in 1905-06, and as a judge at International Exhibition in Brussels, Belgium in1 910. Then Mr. Chin-hsuen served as a compiler in Law Board, Peking, China, was a delegate for the province of Sinkiang, Constitution Commission and redacteur for Ministry of Foreign Affairs during 1913. He was a secretary in the office of the President in 1913-1914, master of Ceremonies in the Office of the President in 1915-1917.
He started giving lectures in Law and International Law, Kuo Ming, Ming Teh and Peking Universities in 1913-1917. Later he served as a First Secretary, Chinese Legation in Brazil in 1918-1921, Charge d’Affaires in Brazil in 1921, Charge d'Affaires in Peru in 1923, Charge d'Affaires in Brazil in 1925-1926.
Tsin-shuing Ou was awarded the 3rd Class Chia Ho Decoration and 4th Class Wen Hu Decoration. He acted as Consul-General in Australia in 1928-1929, in New Zealand in 1929-1932 and in Melbourne, Australia in 1932-1933 . He finished as a Consul at Sandakan, British North Borneo. Mr. Ou wrote several books in Chinese on comparative constitutions and international law, poems and prose.
