Chun-Fang Lu was appointed as one of China's delegates to the Washington Conference in 1921 and later he was appointed to several posts in the directorate-general for the rehabilitation of Shantung affairs. Then was the directorate-general for Sino-Russian negotiations and the Ministry of Foreign Affairs. He was also appointed executive secretary in the Bureau of Foreign Affairs for Hupeh, China in 1926 by the National Government and for a time acted as Commissioner of Foreign Affairs and Superintendent of Customs in Hankow, China.
Mr. Lu also worked as asecretary of the directorate-general of the Lung-Hai Railway and concurrently chief of the Chengchow office of the directorate-general in 1927-1928, special Commissioner of Foreign Affairs for Anhwei from November, 1928 to January, 1930 when he was appointed as the first Chinese Consul-General at Calcutta, India.
